If people can use third party data brokers to sell my information--which I do not consent to but they do it anyways--then auditing for fraud should not be an issue. In addition, many of us had our health info bandied about by people checking for compliance to an illegal mandate or surveillance by people who were giving unprecedented access to private information without consent.
