I totally agree, Kat. For Continuity of Operations to move smoothly, entities like the Fed and the IRS had to APPEAR to be doing business as usual. Right now we're in the process of White Hat preparation of mass consciousness so that when it is "official" that the IRS et al. are being shut down for good, the resounding reaction will be massive cheering--not brains short-circuiting.
