USDA has spent years working to get control of all birds in captivity under the APHIS act, they finally got what they wanted and we all are living with the consequences of it.
Something to think about...
Farmers or ranchers do NOT make money off of abused or neglected animals/birds.
mexico doesnt have it..why??
