I support public schools as well as choice. It is not accurate to throw out figures like this without looking at the population in public schools. My area has a lot of ESL students from all over the world. Many areas do in blue locales. A lot of these students in public schools are not children of diplomats, so they are coming in at a disadvantage and it does impact the other students and test scores and costs and the ability of teachers to manage their classrooms no matter how talented they are. All that is true before the extra non-academic challenges are thrown in. The schools were not meant to be all things to all people but that is what the global crowd has pushed because it allows for more control and access to the kids.
