Seems they don't mention prosecution. Doesn’t the school system have an obligation to report sexual abuse to authorities? What about Juvi? Not just expelled, but prosecuted to actually PROTECT the innocent children.

The laws need to be enforced, or they become a joke. The consequences need to be 'effective', or they become a joke. What message do we send to every bad apple with a tendency to abuse another person? All kids are a 'captive audience' in the schools. They have to sit and listen. What the hell are they learning after 12+ years in school? The important lessons are sadly missing, and it is quite evident, imvho.
