These experiments, funded primarily through the National Institutes of Health (NIH), involved administering hormone therapies and performing surgeries on animals like mice, rats, and monkeys to study transgender-related health effects—such as hormone impacts on fertility, cardiovascular health, or overdose risks. Goodman claimed that former NIH official Anthony Fauci approved around 95% of these projects, a point echoed by committee members like Rep. Eli Crane (R-AZ), who called the spending “insane.” Rep. Nancy Mace (R-SC) also highlighted a subset of this, noting $10 million spent in 2024 alone on creating “transgender animals,” framing it as part of a broader misuse of funds under Biden’s tenure
