I believe you are correct, George. Lots o' Folks don't realize the Authorization for Use of Military Force (AUMF) of 2001 was an actual DECLARATION OF WAR. THE WAR AGAINST TERROR, and it has not been rescinded.
I actually think it's bigger than previous DECLARATIONS OF WAR, like the traditional DECLARATION OF WAR PRESIDENT ROOSEVELT declared against Germany and the Empire of Japan during WWII, because the AUMF is not directed against any Foreign Nation, per se. It's against anyone, anywhere in the World that engages in or supports "terrorism", so it's like a DECLARATION OF WAR without limitations or borders, in the traditional sense.
