Not having to carry water 3 miles on your head, along a dirt road, would, I think be felt as an improvement, to the women I think.

Having access to a library, and a place to bathe in fresh water, toilets that were not stinking holes in the ground...

As I said - if the money is spent to better the community, a tax, or (as Trump wants) a trade levy is not a bad thing.

But, as with everything evil takes over - the resource stops being used for the community, and becomes nothing more than funds for evil...

Evil loves making us pay for our own demise.
