Our defense? There was no one threatening Europe, Russia withdrew its entire army from Germany at that time, while the USA has remained its EUROPE Headquarters as a separate colony in Germany to this day. The promise that there would be no eastward expansion of NATO was simply ignored and Ukraine was "annexed" with the coup d'état on the Kiev Maidan in 2013/14.
