National Guard & Military will coordinate safe return passage. 4. Local Law enforcement along with communities will be able to identify and coordinate with NG & Mil. 5. NESARA/GESARA benefits will apply to people via birth/passport/secure documents/records, therefore those benefits will only be available through the channels of their home country [for 95% that "carrot" will be enough motivation].
Yes the cost of this Operation is huge, but don't forget the unwitting contributors to the scheme, eg Soros & DS funding tentacles, have all been divested of assets [stolen from humanity] to finance the deportation process. Yes there will be a number of unwilling illegals who will eventually be caught in the "cybernet" and apprehended for crimes and face jail terms or tickets to the hereafter.
