He also plans to help them incarcerate the ones that are criminals and help them make their countries better and more safe for them to want to live there instead of leaving it.
Exactly! Most would gladly return to their home if they believe the climate has changed with regard to corruption and cartel/gang violence and trafficking. A massive undertaking, but that is the goal, imho.
