The Guarantee Clause is found in Article IV, Section 4 of the United States Constitution. It states:
“The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened) against domestic Violence.”
This clause commits the federal government to ensure that each state maintains a republican form of government, essentially one based on elected representation and without a monarchy or other non-representative ruling structures.
