There's no such plan to convincing the entire population the truth. That would be a statistical impossibility. This whole plan is just to convince enough people of what's truly happening to make violent resistance undesirable for the extremely brainwashed.
80%+ of the population gets with the program. The 80% then helps the ~15%, who are still in disbelief. The ~5% are gone forever, never coming back; the mind is too far gone.
