An Executive order can be changed or rescinded by the same method that created it - ie the President decides to change or remove it - it is not a fully fledged law, so, does not require passing by the Representatives or Senate.
Also, it seems to me, these rules can be applied to the alliance of evil to stop them, just as easily as they can be used against us.
