North Carolina Gov. Roy Cooper has confirmed that entire communities affected by the storm will not be rebuilt.

Once again people were stripped of choice.
If a county accepts FEMA disaster funds then FEMA rules the land and in this case is ruling to bulldoze it all down into the valley's and cover it up with mud.
