Go to the local authorities who allowed the grants and permissions FIRST. They are responsible for leaving the door open to this catastrophe. They should ALL be hung by the neck as soon as possible. Our government should step in to restore the towns to as much as original as possible, no costs spared (but with close supervision of the funds!) These people have lost so much due to GREED.
