Probably one of those thousands of Russian propaganda sites on social media that are posing as Americans.
Falsifying documents and even setting up "News stations" .
Do your research . this is all propaganda.

It is not Russian propaganda. This is an actual bill, H.R.6720 - Dog and Cat Meat Trade Prohibition Act of 2018. On December 20, 2018, President Donald Trump signed it into law.
