Yes, but it lacks context. When you allow and promote entrapment as a way to take down a government to promote a communist agenda this is the result. How many times have I read reports about special agents or spies or sparrows or whatever they call them being held accountable for their works? I have certainly read lots of books about their missions that frankly, seem to be a mocking ritual after they get away with something. Stop the espionage as a way of life and this can be overcome.
