Saud bought up large tracts of land between Phoenix and Tucson, and has turned it into fodder production for their livestock... that is a LOT if water bring used for irrigation).
The bigger issue is the water use (20 years ago, there was not enough water) add in millions of Californians fleeing the effects of their voting, and massive industry (transistors, Amazon, battery prodiction) and it is a disaster waiting to happen.
But their plan I believe, is to run the water dry, so, Gov can step in to 'provide', thus making the entire population their biddable slaves.
Phoenix is the 5th largest city in the US.
