Why 5 hours? Seems like not a lot of time for some to return home during the summer vacation months?
If it were a real bona-fide emergency then people might not have any time to do anything but to find shelter wherever they are, and not everyone would likely find it depending on the kind of emergency, so let's think about it that way.
If we have 3 hours, or 5 hours that is a Blessing.
Some emergencies give people ZERO hours.
