Word is, those are temporary holding cells for the tribunals. So [they] can stare at the house they wanted so bad before [their] justice on the front lawn is delivered (note the large windows). Hence the massive fencing built around the owl, and based on the direction it was erected, it was built to enclose, not defend. Get your popcorn!
