He is calling them predators without being slanderous.
ie/ An apex predator, also known as a top predator, is a predator[a] at the top of a food chain, without natural predators of its own.
I was thinking in 2 different directions...man-eaters, blood thirsty...and when he kept talking about electrocution versus sharks, thought he was just letting the peds know how they would be dealt with. But...shark can also mean a cheat, an extortionist...and there's plenty of those.
I just start paying really close attention when he repeats words/phrases at his rallies
