I did some armchair research on the LPC leaked document. As far as I can tell, it's widely disputed as fake, but you'll have that.

The interesting thing about it is that folks replying in the comments sections of various sites this is posted say: both the Canadian government and the UK government have followed the steps outlined (so far) in lock step. That, in itself, says something.
