IMPORTANT: Reading through the SCOTUS ruling now and it also says only Congress can enforce Article 3 of the 14th Amendment, the so-called Insurrection Clause. Although, that section was 5-4 with all the male justices in the majority vs all the female judges in the minorty.

Charlie is right but also wrong -guessing he's only giving positive news.
Only Congress can enforce Article 3 when it pertains to federal office (maybe states if it boils onto Federal issues). States can also enforce Article 3. but only in response to State offices.
