I do not know but I would like to think some of them will help escort back potential trafficking victims. Everybody likes to stir the pot with outrage about who is crossing but nobody likes to go up the chain to see who is orchestrating it.

Seems like they wanted a mercenary army to be armed when needed. Could remain if successful as replacement citizens.
