Here is school board and staff kryptonite! Tell them you will lien their insurance bond. All must carry it, and a lien has to either be paid or removed by judgement. Here's the stickler! The insurance provides legal assistance to fight a court case, however! To enact it and get a lawyer on the case they must pay their deductible first! And then there is no refund if you lose or win. Get this, that deductible is an average of $10-30k!
And once you raise an issue with their bond provider they have to settle the issue to continue coverage, they will suspend coverage until it is resolved. So if you do that, THEY CAN'T GO BACK TO WORK UNTIL THEY PAY THE LIEN OR WIN THE REMOVAL OF IT! How many members do you think have that kind of petty cash around? Or can afford having their public servant bond suspended/sent home from work? Also it raised their insurance rates like having an accident.

THIS WORKS I USED IT AGAINST MESA COUNTY COLORADO D-51 DISTRICT AND GOT THE MASKS REMOVED COUNTY WIDE!!

What is the process of putting a lein on their insurance bond? Can an individual do it or would a lawyer need to handle it?

You can yourself. Affidavits are outside a court's ability to control. I would personally go with an affidavit process. Lawyers will always push you to plea, they are all licensed with the same Bar Temple even the judge is!
It is easy to lookup/learn to do!
