This was spoken 4,000 years ago and referred to Abraham and his children.

Christians have taken that one sentence, and through fear of God cursing them (!), attributed it to a state.

Jesus himself called out the Pharisees in his day, saying "You are of your father the devil." He was speaking literally, not figuratively; those who have studied the book of Genesis are aware of the two bloodlines (see first photo below).
