I guess they are admitting that the alert system is not for use with actual emergencies, only fake ones, which explains why they completely ignored it on 9/11 and when Maui was burning. So if the emergency alert system goes off, you can rest well knowing that there really isn't an actual emergency or attack. Good to know the rules, as confusing as they might be.
