She does not seem well, and I hope she gets the help she needs.
That being said, she's not entirely wrong. Some kids unfortunately have to deal with the fact that their parents are abusive, that their parents neglect them, or that their parents are simply incapable of caring for them.
We shouldn't teach those kids that they have to tough it out, and deal with the abuse or neglect. We should provide them with the safety they can't get at home, without making them feel bad for it or making them think it's their fault.
That's not standard behavior everywhere and turning a blind eye is something schools are great at.
So regardless of what you think of this woman, it's worth listening to the message behind those words.
