This kind of thinking blows my mind in this stage of the game- nothing can change until EBS. The EBS will show Proof of things without other narrative biases.

When this is done the people will choose different and thus Vaccines etc will be done away with.

If anyone tries to change anything that was programmed to stick they will fight for it. This will create a whole new set of problems.
However i do believe the whiteHats can do certain things for patriots who are awake and is currently suffering due to those asleep.
