The marines are the good guys. Those FEMA agents were trying to hide all of the bodies of the men, women, and children that they shot and killed. Not to mention, they also torched people with flamethrowers to make it looked like they died in the fires. They got what they deserved and the flames of hell welcome them with open arms.
