Fact 1. Hartsfeild Jackson is owned and operated by the city of Atlanta. Your theory could be possible.
Fact 2. Governor Nathan Deal and Mayor Kassem Reid worked together to get the Port of Savannah Deeper for bigger ships in.
Fact 3. About that same time Kassem Reid bought a played out rock quarry to turn into a park. He wanted to fill the quarry with water from the Chattahoochee river 2 miles away. SO he bought a tunnel boring machine. Took 2 years to bore.
IMO, they also bored to Savannah. I do Not know what happened to Machine.
I've also heard rumors of a tunnel from Alabama through Yorkville into Atlanta up to the Carolinas. I don't have proof of the Last 2.
