I don't know about the intelligence of most doctors, because:
They know and they knew.
There were only a handful who had the courage to tell the truth and some may have paid the ultimate price.
"expose them and you may die"
They knew that, too.

or some died mysteriously.
After one doctor testified, her husband died. which she claimed was retribution.
