This was in 2013, essentially EU problem.
There have been repeated reports of both Aldi and Lidl selling minced meat products like Lasagne and Bolognese laced with horse meat. The so-called “horse meat scandal” gained headlines in 2013, and 3 years later European law enforcement authorities managed to break up an international crime ring that had been declaring cheap horse meat as expensive beef. The meat was unuitable for human consumption and was partly treated with drugs.

The head of the gang is said to be a Dutch meat trader, Europol said. He and 66 other suspects were arrested in Belgium and charged with fraud, falsification of documents and crimes against public health.
