During his inauguration, Trump stated he was "returning power back to the people". Basically cancelling the corporation, and nullifying the President roll over that corporation. That made him President over the Republic, thus CIC. As part of that, first time ever, military steps forward and surrounds Trump. One one side was Military Intelligence (gathers evidence)on other side is Judge Advocate General (presides over military tribunal). See picture:
