Blackout necessary…

What worries me is , a month ago I needed to call 911, I was lucky to have a land line so they knew my address, asthma got the best of me and I could not talk or breathe. I hear sirens go off everyday and I think, I hope the person makes it God bless first responders. If the grid goes out and I or someone needs the aide car, what happens during the black out?.
