I don't think the announcement has anything to do with D.C. changing over to the military. Its just 1 of the 19 army commands in the US. It's the same as saying the name of a Military Base. If they were from Fort Chaffee they would have stated "US Armed Forces from Fort Chaffee." But instead its the "Military District of Washington."
