Apple has changed their update scheme calling Rapid Security Response so the update consists of a much smaller file size from 1-2GB down to 128MB which is considerably smaller.

It’s a new feature turned on by default to automatically update your phone. You can turn it off …go to Settings > General > Software Update > Automatic Updates, then make sure "Security Responses & System Files" is turned off
