knock and ask them if they want help to change it.
the rope may be damaged.
My neighborhood drops off new flags to our city hall, and someone comes out to change it for us when we cannot do it. They bring a bucket truck to help since it is too tall for a ladder, when the rope is old and needs to be changed.
