Don't think you can turn EBS off.
A true EBS will come on TV screens and RADIO and the INTERNET.
This was not an EBS it was an Alert so the government can tell people to stay indoors to control them as I can see another lock down coming
The government expired so this goes with the TV and internet if you aren't home. It's a good thing. We are hoping for it soon. Also comes with martial law.
