Will the ordinary people change, yes in some instances.
Change enough, on their own, to create a 180 change in their voting pattern .... I see that less likely.
Far too many will vote one way just to ensure their bread stay buttered

Isn't there also a ballot/fraud stuffing problem; shouldn't all bureaucrats and politicians (national, state and local) be term limited -they may never change unless forced and even then it may not occur ... and so on

It's a top down, bottom down issue & I see no one way working
Changing the soul, heart, and mind can occur; even then it can be taken to the extreme
