Is this a Soro's move to create more foot soldiers?

Like 2020, someone is moving to put criminals back on the street. If you read the thread, the proposal asks the Sheriff to cite & release anyone with a bail of $50,000 or lower, which could include possession of child porn, domestic violence, illegally carrying a firearm, and violent offenses like residential burglary, robbery, and assault with a firearm.
