You can buy it in Europe or even Canada through a friend. There was a platform where you could , l will see if I can remember it.🌟
Here's a way I know will work:
1) download coinbase and set up account
2) buy USDC
3) download kucoin and set up account
4) send USDC from coinbase to kucoin
5) Use USDC and trade for XRP
6) send to ledger nano or another trusted cold storage wallet.
I'm in Canada and literally just bought some XRP half an hour ago.
I use a company called Netcoins (dot ca).
I fund the account via an etransfer from my bank account.
Buy what ever coins I want (xrp, xlm).
Then transfer them off the exchange to my Ledger.
I see under Settings - Base Currency - there is a US Dollars option.
(You might be able to use your U.S. bank account but I'm not sure. A site search might give you more answers.)
