At this point, the only scenario that makes sense to me is that we’re not done gathering intel on our enemies before the hammer drops.

It could be. There are so many hidden underlings and minions who might be decent people if they knew what they are working for, the useful idiots. By letting the cabal carry out their plan, but defanging the worst of it, the minions are exposed and must make a choice whether to continue to support evil or flip.
Or we are being betrayed via Operation Trust 2.0.
