"Who governs it and maintains it going forward?"
These are questions that actually keep me awake at night now, as we appear to be being inexorably herded towards the corral...

Possibly, which is why I have many questions regarding the implementation and maintenance of a system like this, going forward.
pime directive - what is it, can we all agree what that would be?
governance - who decides what is, is not acceptable within the confines of that prime directive?
maintenance - who controls the back doors?
Can these folks change the prime directive, to suit THEIR needs, or those who pay them?
Problem is these things are being programmed to learn and think for itself even repair and upgrade itself. Scary stuff indeed.

Isaac Asimov, wrote a whole SLEW of short stories based on the 3 laws of robotics, implementation, interpretation, uncontrolled events, all lead to events that were unforeseen... so, even that prime directive is not infallible... the stories were fiction - and yet - here we are.
