They don't own anything to hand it out. Also they are only talking about the US Corporation... which, at present, is a prison.. known as DC for all politicians. The 50 state republic is separate from DC. DC is not part of the 50 state republic. They are pretending to "lead" and will perform in their little play. I do not believe the WHO has any control of anything... other than act out their evil... so the sleeping population can be forced to wake up.
