Nana read where back in the War, at some point Japan threatened to let loose balloons that would just naturally float in the jet stream across the US and fill them with deadly bio weapons prior to the agreement to end the war.
What if those damn balloons are filled with harmful chemicals, perhaps shooting them down is not the best answer.
