Historically they penalize the company, but those responsible walk away.

That needs to change. Penalize the company and prosecute those that made the decision. I'll bet in many cases it was done knowingly.

they call it white collar crime, and it is a pattern that needs to stop

meanwhile anyone who used this app is screwed with scam artists attacking them
