If I remember correctly from many years ago,
there was a video that talked about a hijacked submarine that had nukes onboard. It was off the coast of the Carolinas.
The man who made the video ( a Russian nuclear expert) said that Graham was blackmailed into much of what he did, but not the conventional way, but by threat of missile detonation in his state.
