Did anyone notice during the National Anthem before the super Bowl, that the Men and Women Soldiers when the camera went to Them were NOT Saluting?

The military has very specific guidelines of what yo di and when. I unfortunately becer served. Hopefully someone can enlighten us? It could just be routine proceedure if they were doing a job, but there may be more to it
